Most winter restorations are not finished this early in the winter, I bet the wait would be much longer in March/April. ICBC would have received it last Tuesday or Wednesday. The fellow at ICBC called me this morning to let me know it was approved and wanted to confirm the Autoplan outlet I wished to use. He then confirmed that they had plate inventory there.
